Health Care Policy in the United States is an ever-changing landscape. LD stays abreast of the current policy changes and proposals from CMS and States as well as specific trends within the industry.
Specifically in the State of Maryland, LD consults for the Hospital Services Cost Review Commission (HSCRC). Effective January 1, 2014, the State of Maryland and the Centers for Medicare & Medicaid Services (CMS) entered into a new initiative to modernize Maryland’s unique all-payer rate-setting system for hospital services. As the State’s hospital rate-setting authority, the HSCRC plays a vital role in the implementation of this innovative approach to health reform. LD has collaborated with HSCRC staff to automate the rate-setting process for Maryland hospitals under the global budget system. Additionally, LD provides consulting to the HSCRC on the performance guarantees of the current initiative as well as negotiation support and policy development for the next potential phase around Total Cost of Care.
LD’s work for Accountable Care Organization clients and the HSCRC has us up-to-date on the latest demonstration projects from CMS’ Centers for Medicare and Medicaid Innovation (CMMI). LD is highly involved in development of programs in Maryland modeled off of CMS’ CPC+ program. LD has developed expertise in manipulation of CMS datasets which are the underpinning of these programs but not limited to:
- CMS Chronic Condition Warehouse (CCW)
- CMS Claim and Claim Line Feed (CCLF)
- CMS Public Use Files
- Limited Data Sets
- Geographic Variation
- Medicare Provider and Payment Utilization
Other entities LD has supported in developing healthcare policy in Maryland through its work for the HSCRC include the Maryland Department of Health and Hygiene, Maryland Health Care Commission and CMS/CMMI.
